Kampala High court justice Philip Odoki has declined to grant Fred Nyanzi Ssentamu permission to do a substituted Service of his petition against Kampala Central MP Muhammad Nsereko. The judge rules that Nyanzi also a member of the NUP party failed to prove that Nsereko cannot be traced personally.
